Socio-Cultural Management Journal <p>“Socio-Cultural Management Journal” is a peer-reviewed open access scientific journal, which covers current issues of theory and history of the art of management and practical aspects of its organization in the socio-cultural sphere.</p> <p>The journal presents a completely new managerial and cultural direction of research, focused on philosophical and scientific understanding and practical improvement of the art of management in the organization of the life of society, which distinguishes the presented journal from many other scientific journals of managerial profile.</p> <p>The purpose of the journal is competent coverage of fundamental and practically significant scientific achievements of professors, teachers, researchers, doctoral students, postgraduate students, students, as well as managers-practitioners, both directly in Ukraine and countries near and far abroad all whose scientific, corporate and professional interests include issues of socio-cultural activities management.</p> <p>This is a scientific platform for the ideas and views exchange on trends in the theory and practice of the art of socio-cultural management in Ukraine and the world.</p> <p>Given that the direction of the journal's research is completely new, the editorial board aims to spread the journal's ideas to different continents and countries around the world, focusing on the principles of transparency and best practices for scientific publications.</p> <p>The scientific journal was founded in 2018 as the “<strong><a href="" target="_blank" rel="noopener">Bulletin of the Kyiv National University of Culture and Arts. Series in Management of Socio-Cultural Activities</a></strong>”. In 2020, it was renamed the “Socio-Cultural Management Journal”.</p> <p>The journal is included in category “B” of the List of scientific professional publications of Ukraine in the field of science “Cultural Studies” in the specialty 028 “Management of Socio-Cultural Activities” (order of the Ministry of Education and Science of Ukraine No.1643 from 28.12.2019).</p> <p>There are two regular sections in the journal, intended for the publication of original theoretical and empirical scientific articles: “Theory, History, Culture and Art of Management”; “Practical Aspects of Socio-Cultural Management”. These sections are basic and mandatory for each issue of the journal.</p> <p>In addition to original scientific articles, which are the basis and priority of the journal, the journal may publish review scientific articles, as well as analytical reviews of scientific events (conferences, seminars, round tables) and reviews of important monographs and educational materials. Thus, theoretical and practical aspects of social self-organization can reveal the drivers of social cohesion and, accordingly, sustainable development of society (in particular, the socio-cultural sphere). <em>Purpose<strong>&nbsp;</strong>and methods. </em>The article aims to analyze based on synergetic and cognitive approaches mechanisms and drivers of social cohesion, which can be the phenomena and processes of social self-organization. The methods of the article summarize the results of previous studies of social cohesion and suggest the development of further interventions using the methodology of social synergetics<em>.</em> <em>Results.</em> The investigations in the sphere of social synergetics, in particular, social self-organization studies, could be effectively applied in the socio-cultural sphere for the sustainable development of civic society. <em>Conclusions.</em> It was shown that the broadening of socio-cultural space changes the medium of social self-organization by the action of new control parameters on the minds and emotions of the people and respectively of an appearance of new attractors of self-organizations. The competition of the attractors in the non-linear medium can create a new complex structure with dynamic stability when conditions of such concurrence are kept. Global challenges of today require not only researches but also practical methods of implementation of value-based social changes for the development of trust and social cohesion at the different levels of social organization communities.</p> Marja Nesterova, Iryna Dobronravova Copyright (c) 2022 Marja Nesterova, Iryna Dobronravova Sat, 28 May 2022 00:00:00 +0300 Digital Infrastructure Management in the System of Socio-Cultural Institutions: the Archival Paradigm <p><em>Introduction.</em> The management of the modern archival system should be characterized by the fundamental changes in all its areas, aimed at developing functions for the implementation of state policy in the field of digitalization, as well as developing principles of control in the archival information and search system<strong>,&nbsp;</strong>which will be implemented using digital technologies and will be able to guarantee the delivery of services to citizens. <em>Purpose and methods.</em>&nbsp;The method of the research is the clarification of promising vectors in the implementation of digital infrastructure in the management of archival institutions of Ukraine in the aspect of the implementation of the state policy of digitalization. To achieve this goal and to solve the research problems, the principles of objectivity and information theory and the traditional set of methods were used (method of systematic approach, structural method, method of situational research, methods of analysis and synthesis, methods of sociological, socio-psychological, pedagogical and managerial analysis, the method of survey).&nbsp;<em>Results</em>. The article analyzes the demand for innovative transformations in the archival sphere of Ukraine due to the development of digital technologies. A review of the supply of tools for the single archival information and search database as an element that unites the digitization potential of the archival system of Ukraine and put the system of archival management at the focus of collaboration with stakeholders. <em>Conclusions</em>. Policymakers are now focusing on cultural tourism because of its perceived links to economic advantages inclusive of employment, business opportunities, and income generation.&nbsp;<em>Purpose and methods.</em>&nbsp;Using the examples of Tanzania, Botswana, Namibia, Mauritius, and Seychelles, this study critically analyses the measures employed by these five countries to manage cultural tourism to improve their global tourism competitiveness. A comprehensive literature review approach is adopted as a research method to build a sufficient and accurate pool of data to attain reliable findings.&nbsp;<em>Results</em>. The study identified strategies utilized in the selected countries that can be adopted by other regional countries for cultural tourism development. These strategies include establishing cultural exchange programmes, preserving local cultural practices, sensitizing the local community on the importance of cultural tourism, local and international cultural tourism development collaborations, and cultural policy development among others.&nbsp;<em>Conclusions</em>. This study builds a body of knowledge by identifying some cultural tourism management strategies in the Southern African Development Community region. It extends new knowledge by comparing the differences and similarities in adopted strategies in the selected countries to learn about the most common cultural tourism management strategies and unique strategies adopted. Moreover, it provides recommendations that other developing countries in Africa can adopt to improve their cultural tourism management. This is especially true of financial management methods. The need to implement budgeting in the university sector is exacerbated by the significant interest of managers and stakeholders in the autonomy of educational institutions.&nbsp;<em>Purpose<strong>&nbsp;</strong>and methods.</em>&nbsp;The purpose of the article is to substantiate the theoretical and methodological provisions for defining the concept of “budget” in the context of universities with further disclosure of its role and importance in ensuring effective management. The methodological basis was the fundamental provisions of modern economic concepts, a systematic approach, general and special methods.&nbsp;<em>Results.</em>&nbsp;The way of formation of the category “budget” for the university sector is investigated. The peculiarities of the transformation of scientific thought regarding the introduction of the budgeting process at the university are determined. The priority sources of filling the budgets of the universities of the leading countries for further implementation in the domestic system are identified.&nbsp;<em>Conclusions.&nbsp;</em>Formed own vision of the concept of “budget”, “budgeting” for the university sector; the universal model of realization of the process of budgeting in university considering features of educational activity is presented; the priority sources of budget financing in modern universities are defined because of their historical, geographical, and national features of formation and development. Its emergence is driven by the growing influence of business on political, economic, and socio-cultural processes, the vector of which is not necessarily favorable for humanity, especially today, when business is moving to the global level, and national social structures remain at the local level. Purpose and methods. The purpose of the article is to substantiate the theoretical principles of business ethics in the organization of society life, the use of which will provide an opportunity to integrate into the system of public and private administrationof the ethical component and, on this basis, to harmonize the relationship betweenbusiness and society. The methodological basis of the study is the dialectical principleof cognition, systemic, historical, and cultural approaches to the study of the interactionbetween business and society. Results. The socio-cultural sources, content, and formsof business ethics of “Service” are clarified: charity, philanthropy, economic development. The content of business ethics “Social Responsibility”, the scope and forms of its application, and current problems of ethical control have been determined. The moral prerequisites and ethical dimensions of business life are established, and the ways of maintaining business ethics in society are substantiated. Conclusions. The scientific novelty of the research results lies in the systemic and cultural deepening of theunderstanding of the essence, role, and importance of business ethics in the organization of society life. However, as it turns out, there are no special tools or developed methodology for working with an individual as a carrier of a particular culture in management theory. In this regard, the problem of management culture becomes relevant.&nbsp;<em>Purpose and methods.</em>&nbsp;The purpose of the article is a philosophical and cultural understanding of the culture of management as a phenomenon of society's harmonious organization. The methodological basis of the study is dialectical, metaphysical, systemic, and cultural approaches to the study of organizational phenomena and processes. <em>Results.</em> The etymology of the term “management culture” is considered. Cognitive features are determined, and the generalizing definition of the phenomenon of management culture is substantiated. The structural components of management culture are analyzed: rational, irrational, and empirical culture.&nbsp;<em>Conclusions.</em>&nbsp;The scientific novelty of the research results is to deepen the understanding of the nature of the management culture phenomenon and to determine its essence, structural components, and quality levels.
